4、riesrelyonforeigntechnologytocatchupwiththeindustrializedcountries?EmpiricalevidenceontheimpactofFDIontheproductivitygrowthofindigenousarmsismixed(BlomstromandKokko1998;AitkenandHarrison1999;Greenaway2001;Javorcik2004).Itisfoundthatintranationalknowledgespilloversareamoreimportant
5、sourceoftechnologicalprogressthantheinternationalspilloversfortheUnitedStatesandJapan(Branstetter2001).InthecontextofChina,HuandJefferson(2002)findsignificantproductivitydepressionratherthanpositivespillovereffectsofFDIondomesticarms.Usingcross-sectiondatafor1995,Buckley,Clegg,and
6、Wang(2002)findthatnon-Chinesemultinationalenterprises(MNEs)generatetechnologicalandinternationalmarketaccessspilloverbeneatsforChinesearms,whereasoverseasChineseinvestorsconferonlymarketaccessbeneats.Spatially,Chen,Li,andShapiro(2008)findthatinlocationswithastrongclusteringofinnov
