1、外交学院硕士学位论文当代白俄罗斯、乌克兰对俄罗斯政策：层次方法的分析姓名：陈铁楠申请学位级别：硕士专业：国际关系指导教师：林军20070601中文摘要1991年，苏联解体，“冷战”结束，乌克兰和白俄罗斯以独立主权国家的身错登上国际关系的大舞台。1996年，经过两年对各自国家独立初期对外政策的调整，乌克兰和白俄罗斯采取了两种截然不同的对俄政策，尤其是对俄政治外交政策：乌克兰选择了“回归欧洲”，采取了“疏俄抗俄”政策，而自俄罗斯峰定地与俄一体化，奉行“亲俄联俄”方针。为什么这两个国家的对俄政策会有如此明显的差异?本文试图采用国

2、际关系理论中较为常用的层次分析法对这一问题作全面深入的分析。本文主体部分分为三章，每一章为一个分析层次。具体而言：第一章为个人层次分析，研究对象是国家政治制度和国内领导人。暗示事物发展过程中内因的决定因素；第二章为民族国家层次分析，研究对象是国家综合实力和地缘政治地位，强调囤力是国家实施外交政策的基础和依据；第三章为国际体系层次，研究对象为大国关系，指出大国问的互动是影响他国对对外政策的重要外部诱因。最后，综合三个层次的分析，可以得出这样的结论：个人层次上的因素对本文所研究问题的解释力最强，国际体系层次次之。但是，如果想对
