3、intendedtomeanandshallmeanasfollows,towit:SuperintendentshallmeanthegeneralmanageroftheutilitiesoftheCityof__________.Personshallmeananyperson,firmorcorporation,eitherasprincipalorasagentforanother.MunicipalMainsshallmeananyallwater-carryingandwater-distributingpipes,mainsan
4、dconduitsownedandmaintainedbytheCityof__________.Watershallmeanthewaterserviceorwatersupplybelongingtoandfurnished,ortobefurnished,bytheCityof__________.ARTICLEIIUSERCHARGESSection1.Userchargeshallbethechargeleviedonallusersincluding,butnotlimitedto,persons,firms,corporation
5、sorgovernmentalentitiesthatconsumewaterfromthepublicsupply.Section2.Theuserchargeshallincludethecostsofoperationandmaintenance(includingreplacement)ofthepublicwaterworks,retirementofexistingdebtincludedherein,andrepaymentofanyDrinkingWaterSystemsLoansinaccordancewiththeappro
6、vedUserChargeSystem,includedhereinbyreference.Section3.TheSuperintendentshallreviewnotlessoftenthaneverytwoyearsthecontributionsofusers,thetotalcostsofoperationandmaintenance(includingreplacement)ofthewaterworks,andtheuserchargesystem.TheSuperintendentshallrevisetheusercharg
7、e,ifnecessary,togeneratesufficientrevenuetopaythetotaloperationandmaintenanceHDWILF3911/25/08(includingreplacement)costsofthewaterworks,retirementofexistingdebtincludedherein,andrepaymentofanyDrinkingWaterSystemsLoans.HDWILF3911/25/08Section4.Eachusershallbenotified,atleasta
