4、gressivebillingrate.Chargesinaccordancewiththetenderingagent'sservicechargesand,inconjunctionwiththeprovisionsofthespecificcircumstancesoftheprojectshallnotbefloatingupanddown-floatingrangemustnotexceed20%,otherwisetheapplicationcannotpasscompliancechecks,beinvalidated.Dueto
