2、heglobalsupplyofwaterinthenext20yearsisexpectedtofallbyonethirdandtherewillbe20-70millionpeoplefrom48-60countriesaffectedbyshortageofdrinkingwaterin2050.Waterwilldefinitelybecomeoneofthemostimportantstrategicresourcesin21stcentury.China’swaterresourcesarefacingthebiggestthreatamongallnaturalresource
3、s.Chinaranksfirstintheworldconsumptionofwaterwhilethewatersupplypercapitaisfarbelowtheworld’saveragelevel.AccordingtothepredictionoftheStateDevelopmentandReformCommission,thegapbetweenwatersupplyanddemandwillreach32billioncubicmetersby2010andwillbeincreasedto50billioncubicmetersin2030.Therefore,howt
4、omakeeffectiveandefficientdistributionofwaterresourcetoeasecontradictionbetweensupplyanddemandhasbecomeamajorpropositioninsocialdevelopment.Inthe11thFive-YearPlan,thecentralgovernmentclearlypointedoutthatweshouldcomplywiththebasicnationalpolicyofresourceconservationandenvironmentprotectiontobuildalo
5、w-input,high-yield,low-consumption,emission,energicandsustainableeconomicsystemandaresource-saving,environment-friendlysociety.Inordertobuildaresource-savingsociety,weshouldstrengthenresourcemanagement,especiallyinwaterresource-III-Abstractmanagementtoimprovewaterusagepermissionandpaidsystem,toimple
6、mentwatervolumecontrol,toinitializetheestablishmentofwaterpropertydistributionsystemandwaterpropertytradesystem,tosoundwaterresourcemanagementsystem.Thereareafewkeyissuestoanalyzetheimpactofoptimalallocationofwaterpropertyonestablishmentofresource-savingsociety.Thisthesiswillfocusontheissuesunderthe
