4、ing.Boththesealternativesignoretheuniquenatureoftheeconomicproblembeforeus.Itisnotsimplyamatterofmarketsorfinancing.Thenewtechnologyallowsvastlyincreasedproductionforthoseabletomasterit.Butitalsothreatensthosewhofailtoadoptitwithpermanentsecond-classcitizenshipinthe

5、worldeconomy.Ifanindustrycannotleveritselfuptotheleadingstageoftechnologicaladvances,thenitwillnotbeabletocompeteeffectively.Ifitcannotdothis,noamountofgovernmentprotectionismoraccesstoforeignmarketscankeepitprofitableforlong.Withouttheprofitsandexperienceoftechnolo

6、gicalexcellencetoreinvest,thatindustrycanonlyfallstillfurtherbehinditsforeigncompetitors.SothecruxisthetechnologyandthatiswherethePresident’sprogramfocused.Thedangerisnotthataplanwillnotbepassed,itisthattheideologuesofrightandleftwilldistortthebillwithamendmentsthat
