2、naccordancewiththeregulationsontheprotectionofrailwaytransportsafetyinordertostrengthenthemanagementofrailwaylocomotivevehiclesandensurethesafetyofrailwaytransportation.Referredtoinarticle2hereofincludingrailwaylocomotivevehicletoentertheChineserailwayuseallki
3、ndsofrailwaylocomotive,vehicle,theemushortages,railcars,largemachinery,rescuevehicle,andotherspecialequipmentsincethewheeloperations.Theministryofrailwaysshallformulateandpublishacatalogueofrailwaylocomotivevehicletypes,andadjusttherangeofproductslistedintheca
4、talogueasneeded.Article3thedesign,production,maintenanceorimportofnewrailwaylocomotivevehiclesshallbeapprovedbytheministryofrailways.Todesignanewtypeoflocomotivevehicle,itshallpassthetechnicalidentificationandobtainthemodelcertificate.Toobtaintheproductofthemo
5、delcertificate,theproductionlicenseshallbeobtainedbeforetheproductionisputintomassproduction;Toengageinthemaintenancebusinessoflocomotivevehicles,themaintenancecertificateshallbeobtained;Importnewtypeoflocomotivevehicle,shouldobtainmodelapprovalcertificatebefo
6、resigningthesupplycontractformally.Article4thedesign,production,maintenanceorimportnewrailwaylocomotivevehicleshouldconformtothenationalindustrialpolicy,technologydevelopmentpolicyandtherequirementsofrailwayequipmentmodernization,canmeetthedemandofrailwayusers
7、.Article5thefollowingconditionsshallbemetforobtainingamodelcertificate:(I)thetechnicalconditionsanddesignschemeoftheprototypevehicleshallbereviewed;(2)keypartsandvehiclespasstypetest;(3)testofsamplevehicleoperation,assessmentofoperationanddisassembly;(4)qualif
8、icationofprototypetechnologyqualification;(5)theapplicantshallhavecorrespondingprofessionaldesigntechnicians,completeproductqualityassurancesystemandmanagementsystem,completetechni
