2、fRailwaysinApril1,2005(No.fourteenth)andimplementedsinceApril1,2005Article1inordertostrengthenthemanagementofrailwayrollingstockandensurethesafetyofrailwaytransportation,themeasuresareformulatedinaccordancewiththeregulationsonthesafetyprotectionofrail

3、waytransportation.ThesecondtermoftherailwayvehicleincludingChineserailwayusedintovariousrailwaylocomotives,vehicles,EMU,railvehicles,largemaintenancemachinery,rescuevehiclesandotherspecialselfrollingequipment.TheMinistryofRailwaysshouldformulateandpub

4、lishthecatalogueoftypesoflocomotivesandrollingstock,andtimelyadjustthescopeofproductslistedinthecatalogueaccordingtotherequirements.Third,thedesign,production,maintenanceorimportofnewtypesoflocomotivesandrollingstockshallbepermittedbytheMinistryofrail

5、ways.Thedesignofanew-typelocomotive,andshallbeidentifiedbythetypecertificate;certificateofqualifiedtypeproducts,beforeputintomassproduction,shallobtaintheproductionlicense;engagedinvehiclemaintenancebusiness,shallobtainthecertificateofmaintenance;impo

6、rtvehiclemodel,inaformalcontractsignedbefore,shallobtainthetypeaccreditationcertificate.Thefourthdesign,production,maintenanceorimportofnewtypesoflocomotivesandrollingstockshouldconformtotherequirementsofthenationalindustrialdevelopmentpolicy,technica

7、ldevelopmentpolicyandthemodernizationofrailwayequipment,inlinewiththeneedsofrailwayusers.Articlefifthshouldmeetthefollowingconditionsforobtainingthetypecertificate:(1)thetechnicalconditionsanddesignproposalsoftheprototypevehicleareexamined;(two)keycom

8、ponentsandvehiclepassingtypetest;(three)vehicleoperationassessment,operationassessmentanddisintegrationinspectionarequalified;(four)thetechnicalqualificationoftheprototypecarisqualified;(five)theapplicantshouldhavethecorrespondingprofessionald
