2、cefromdomesticgovernmentsatvariouslevels.Amongallthegoingpolices,foreignexchangepolicy,customsinspectionpolicy,rightsandinterestsprotectionpolicy,fiscalpolicy,insurancepolicy,industry-orientedpolicy,financialpolicyandinformationserviceswereevaluatedbyente
3、rprisesasthemosthelpfultotheirgoingglobalefforts(Figure1).These8policies,accordingtomorethan60%enterprises,areveryhelpfultotheirgoingglobal.Amongthem,overseasinvestmentinformationdissemination(governmentinvestmentguide),exchangepolicy9support(simplifyingt
4、hereviewofforeigninvestmentsource),custominspectionsupportpolicy(simplifyingproceduresforprojectapprovalandpersonnelassigningformalities),overseasrightsandinterests’protectionpolicy(foreignservicepersonnelsecuritymeasures)wontherecognitionofovertwo-thirds
5、enterprises.Intermsofimpactofexternalenvironmentalfactorsathomeonforeigndirectinvestmentdecisions,thegoingglobalpolicyandrelevantpreferentialtermshaveasignificantimpactonmorethan75%oftheenterprises.Meanwhile,risinglaborcosts,lowdomesticdemandanddifficulti
6、esinacquiringdomesticfinancinghaveaconsiderableimpactontheforeigninvestmentdecisionsofabout50%oftheenterprises.Acomparisonbetweengoingglobalpolicies&relevantpreferentialtermsandothermarketenvironmentfactorsshowthatpresently,thegoingglobalpolicyandrelevant
7、preferentialtermshaveobviouseffectsinpromotingandguidingthegoingglobaloftheenterprises.9Amongthefivefactorswithgreatestimpactonforeigndirectinvestmentdecisionlistedbyenterprises,lackofinternationalbusinesspersonnelandmultinationalexperiencerankthehighest.
8、Amongotheroperationalself-factors,management’sprudentialattitudetowardsoverseasinvestmentanduncompetitivenatureofproductsofenterprisesalsohaveimportantimpactsontheirFDIdecisions.Politicalconsiderationisrelativelyanu
