3、tsystemscanbeimproved.However,theaspectsofthesesystemsthatvarywidelybetweennations(suchashowtheyarefunded,themodewhichservicesaredelivered,percentageofGDPspentonhealthcare,thepersonallivinghabitsandsoon)aresomanythatitishardforustodeterminewhichsystemisbetter.Actually,it
4、isimpossibleandnotnecessaryforustousethedataaboutalltheaspects,thusourtasksaretochooseandcombinesomemetricstoevaluateahealthcaresystemwithsufficientreasons.ThentheevaluationmethodisusedbetweentheUSAandanothercountrytocheckupwhetheritisavailable.Usingtheevaluationmethod,w
