3、ntconcerns,inparticularrisksandcosts.Riskmanagementincludesmeasuresbothtoavoidthehazardsandtoreducetheirpotentialharm.Traditionally,inindustriessuchasnuclear,oil,andgas,riskmanagementwasbasedonaprescriptiveregulatingregime,inwhichdetailedrequirementsweresetwithregardtothedesignandoperationo
4、fthearrangements.Thisregimehasgraduallybeenreplacedbyamoregoal-orientedregime,puttingemphasisonwhattoachieveratherthanonthemeansofachievingit.Riskmanagementisanintegralaspectofagoal-orientedregime.Itisacknowledgedthatriskcannotbeeliminatedbutmustbemanaged.Thereisnowadaysanenormousdriveanden
5、thusiasminvariousindustriesandinsocietyasawholetoimplementriskmanagementinorganizations.Therearehighexpectationsthatriskmanagementistheproperframeworkthroughwhichtoachievehighlevelsofperformance.Riskmanagementinvolvesachievinganappropriatebalancebetweenrealizingopportunitiesforgainandminimi
6、zinglosses.Itisanintegralpartofgoodmanagementpracticeandanessentialelementofgoodcorporategovernance.Itisaniterativeprocessconsistingofstepsthat,whenundertakeninsequence,canleadtoacontinuousimprovementindecision-makingandfacilitateacontinuousimprovementinperformance.Tosupportdecision-makingr
7、egardingdesignandoperation,riskanalysesarecarriedout.Theyincludetheidentificationofhazardsandthreats,causeanalyses,consequenceanalyses,andriskdescriptions.Theresultsarethenevaluated.Thetotalityoftheanalysesandtheevaluationsarereferredtoasriskassessments.
