1、税务局营造发展环境推行首问责任情况汇报努力为经济发展营造良好的税收法治环境--甘肃省国家税务局营造发展环境推行首问责任情况汇报省政府督查组：   首先，我代表省国税局党组及全局干部职工，对督察组一行来省国税局检查指导工作表示热烈欢迎。下面，我就省国税系统营造发展环境，推行首问责任制情况作一汇报，不妥之处，请批评指正。我省经济的快速发展需要一种良好的投资、建设和干事创业环境，省委、省政府始终高度重视并致力于环境建设，陆省长指出，“要努力营造良好的发展环境，真正认识到环境也是生产力。”近几年来，全省国税系统认真践行“”重要思想，始终牢固树立税收要为

2、“发展”这个第一要务服务的观念，坚持从经济到税收的基本原则，把营造良好的税收法治环境，服务和促进经济发展作为国税部门的一项主要工作来抓。一、优化纳税服务，促进经济发展纳税服务是税收行政行为的重要组成部分，我们始终把优化纳税服务作为营造发展环境，促进经济发展的一项重要举措，在全系统牢固树立“管理就是服务”的理念，依托现代信息技术，在执法中服务、服务中执法、管理中服务、服务中管理。2002年我们提出在营造发展环境，促进经济发展方面做到“organizationsystemandworkingmode,theselectionofanumberofm
