2、ent,topreventfraud,toensureproductquality,takesomemandatoryornonmandatorytechnicaltrademeasures,thesetechnicalmeasurestotradethesubjectiveorobjectivetobetheobstaclestolimitimports.Withthedevelopmentofeconomicglobalization,thereductionoftariffbarriersandtraditionalnon-tariffbarriersbyWTOrestriction,
3、technicalbarrierstotradehasbecomethetooloftradeprotectionininternationaltradetodayisthemostimportantandmostwidelyused.Chinaisthelargesttoymanufacturerandexporterintheworld.Atpresent,about75%oftoysaremadeinourcountry.Duetothelargenumberoftechnicalbarrierstotradeinforeigncountries,toyexporthasledtosl
4、owexportgrowthduetothefactthatthedevelopedcountrieshavesettoostrictandcomplextechnicalstandards.Therefore,itisofgreatpracticalsignificancetostudythetechnicalbarrierstotradeinChina'stoyexport.Two,China'stoyexportssufferedtechnicalbarrierstotrade(1)theimportingcountryadoptsreasonabletechnicalstandard
5、sinconformitywiththeWTO/TBTagreement.ThetoyexportedbyourcountryhasnotmetitsbasicrequirementsAccordingtothestatistics,theU.S.ConsumerProductSafetyCommissionorderedtherecallofChinesetoysincreased1timesinthepast5years,thetotalnumberofChinesetoysin2006wererecalledintheUnitedStatesreached467,accountingf
6、or60%ofthetotalrecallofallproductsintheUnitedStates,themainreasonforthepaintonthesurfaceofleadexceedthestandard.ThelatestfiguresfromtheConsumerCouncilofAustraliashowthat56children'stoyshavebeenrecalledinthepast12months,mostofwhicharemadeinthecountry.ItisreportedthatChina'stoyrecallreasonsinclude:to
