1、青岛市中小企业国际市场开拓资金管理办法实施细则（以下仅供参考）第一章总则第一条为加强对中小企业国际市场开拓资金（以下简称“市场开拓资金”）的管理，提高资金使用效益，根据财政部、商务部《中小企业国际市场开拓资金管理办法》（财企[2010]87号，以下简称"管理办法"），制定《青岛市中小企业国际市场开拓资金管理办法实施细则》（以下简称“实施细则”）。第二条本实施细则所指的市场开拓资金是指中央财政下达我市用于支持中小企业开拓国际市场各项业务的专项资金。第三条市场开拓资金的管理和使用应遵循公开透明、突出重点、专款专用、注重实效
2、的原则。第四条市场开拓资金由青岛市财政局和青岛市商务局共同管理。市财政局负责市场开拓资金的预算管理，审核资金的支持重点和年度预算建议，确定资金安排方案，办理资金拨付，会同市商务局对市场开拓资金的使用情况进行监督检查。市商务局负责市场开拓资金的业务管理，组织、受理项目的申报和初审，提出市场开拓资金的支持重点、年度预算及资金安排建议。第二章支持对象及条件第五条支持对象：disease,andendocrinebonediseaseAccordingtotheprofessionalfutureworkinselectedn
