2、tbeenapopularreform.Ithasreceivedsomuchcriticismfromlabor,academia,andindividuals.Therehavebeennumerousstrikesagainstproposedsell-offsbyunionsfearinglossofjobs.Whileproponentsofprivatizationseethataspectofeconomicreformasaninstrumentofefficientresourcemanagementforrapideconomicdevelopm
3、entandpovertyreduction,thecriticsarguethatprivatizationinflictsdamageonthepoorthroughlossofemployment,reductioninincome,andreducedaccesstobasicsocialservicesorincreasesinprices.Whateveraretheviewsofthetwoparties,theonlygroupthathasnovoiceinthematteristhepoor.Theauthorisoftheviewthatpri
4、vatizationisnotinherentlygoodorbad,butthepoorperformanceoreffectivenessdependsonimplementation(NightingaleandPindus,1997).Thispaperdrawsextensivelyfromtheempiricalresearchbytheauthor,ManagementPracticesandPerformanceDeterminantsofPublicandPrivateSectorEnterprisesinAnambra,EdoandDeltaSt
5、atesofNigeria:AFactorAnalysis(Nwoye,1997).Comparingtheeffectivenessofpublicversusprivateservicedelivery,theanalysisshowsnoclearevidencethatprivateservicedeliveryisinherentlymoreeffectiveorlesseffectivethanpublicservicedeliverybutratherthateachsectorhasitsownstrengthsandweaknesses. Thep
6、aperprovidesageneraloverviewoftheextent,effect,andconsequencesofprivatizationofpublicenterprisesinNigeriaintermsofopinionsheldwithinvariousschoolsofthought.Thepaperisnotintendedinanywaytobeapanaceainthetreatmentoftheoverallsubjectofprivatization;rather,itisareviewofsupportorapprehensio
