1、建设工程招标程序一、向招投标管理机构报建1、工程项目的立项批准文件或年度投资计划下达后，建设单位必须按规定向招投标管理机构报建；2、工程项目报建内容主要包括：工程名称、建设地点、投资规模、资金来源、当年投资额、工程规模、结构类型、发包方式、计划开竣工日期、工程筹建情况等；3、建设单位填写《建设工程报建登记表》，连同应交验的立项批准等文件资料一并报招投标管理机构审批。二、核准招标方式和招标范围国家计委审查招标人报送的书面材料，核准招标人的自行招标条件和招标范围。对符合规定的自行招标条件的，招标人可以自
2、行办理招标事宜。任何单位和个人不得限制其自行办理招标事宜，也不得拒绝办理工程建设有关手续。认定招标人不符合规定的自行招标条件的，在批复可行性研究报告时，要求招标人委托招标代理机构办理招标事宜。一次核准手续仅适用于一个建设项目。三、编制招标文件招标文件包括以下内容：1、投标须知；2、招标项目的性质、数量；3、招标工程的技术要求和设计文件；4、招标的价格要求及其计算方式；5、评标的标准和方法；6、交货、竣工或提供服务的时间；7、投标人应当提供的有关资料和资信证明文件；consciousnessofmal
