1、附件4深圳市物业管理招标投标程序（供招标人使用）物业建设单位或业主大会（以下简称招标人）依法通过招投标方式选聘物业服务企业的，按以下程序办理相关事项：一、前期筹备工作（一）编制招标文件招标人在“建设工程交易服务网”的“下载专区”一栏点击“招标文件示范文本”，下载《深圳市物业管理招标文件（示范文本）》，参照该示范文本，并结合物业项目实际情况编制招标文件。（二）招标人为物业建设单位的物业建设单位可自行组织招投标或委托代理机构办理招标事宜。（三）招标人为业主大会的由业主委员会或委托代理机构办理招投标相关工作。业主大会采用招标方式选聘物业服务企业的，业主大会会议应当表
2、决以下事宜：（1）是否通过对原物业服务企业的续聘方案；（2）是否通过业主委员会编制的招标文件；（3）是否进入交易中心进行物业管理招投标活动；（4）是否委托招标代理机构进行物业管理招标投标活动。在物业管理招投标活动中，业主委员会可以依业主大会授权履行如下招标人职责：（1）编制招标公告、招标文件；（2）发布招标公告、发放招标文件；businesstoorganize,guide,assist,participatorypre-loaninvestigation,providemarketingadviceandresponsibleformarketingadvi
