4、uidelineisissuedundersection16(10)oftheBankingOrdinance(theOrdinance).ItsetsouttheprincipleswhichtheMonetaryAuthority(MA)willtakeintoaccountindecidingwhethertoauthorize“virtualbanks”applyingto1conductbankingbusinessinHongKong.A“virtualbank”isdefinedasabankwhichdel

5、iversretailbankingservicesprimarily,ifnotentirely,throughtheinternetorotherformsofelectronicchannelsinsteadofphysicalbranches.2.ThisGuidelinesupersedestheprevious“GuidelineonAuthorizationofVirtualBanks”firstissuedbytheMAundersection16(10)oftheOrdinanceon5May2000an

6、dsubsequentlyupdatedon21September2012.General3.TheMAwelcomestheestablishmentofvirtualbanksinHongKong.ThedevelopmentofvirtualbankswillpromotetheapplicationoffinancialtechnologyandinnovationinHongKongandofferanewkindofcustomerexperience.Inaddition,virtualbankscanhel

7、ppromotefinancialinclusionastheynormallytargettheretailsegment,includingthesmallandmedium-sizedenterprises(SMEs).[Newprinciple]4.Inconsideringwhethertoapproveorrefuseanapplicationforauthorization,theMAneedstobesatisfiedthattheminimumcriteriaforauthorizationintheSe
