4、ment,restoration,andmodernizationcriteria,andappliestotheMilitaryDepartments,theDefenseAgencies,andtheDoDFieldActivitiesinaccordancewithUSD(AT&L)Memorandumdated29May2002.UFCwillbeusedforallDoDprojectsandworkforothercustomerswhereappropriate.AllconstructionoutsideoftheUnitedStatesisalsogovernedbySta
5、tusofforcesAgreements(SOFA),HostNationFundedConstructionAgreements(HNFA),andinsomeinstances,BilateralInfrastructureAgreements(BIA.)Therefore,theacquisitionteammustensurecompliancewiththemorestringentoftheUFC,theSOFA,theHNFA,andtheBIA,asapplicable.UFCarelivingdocumentsandwillbeperiodicallyreviewed,u
6、pdated,andmadeavailabletousersaspartoftheServices’responsibilityforprovidingtechnicalcriteriaformilitaryconstruction.Headquarters,U.S.ArmyCorpsofEngineers(HQUSACE),NavalFacilitiesEngineeringCommand(NAVFAC),andAirForceCivilEngineerSupportAgency(AFCESA)areresponsibleforadministrationoftheUFCsystem.De
