1、7ExploringSpace:ShapingCulturebyExploitingLocationbyAlexanderLaufer,EdwardHoffman,andDonCohen“GoodEnough”IsGoodEnoughThecoresciencegroupthatproposedtheNASAAdvancedCompositionExplorermission,orACE,hadworkedtogetheronotherNASAmissionsandhadevenbuiltinstrumentstogether.Twomember
2、softhegroupwerefromtheJohnsHopkinsAppliedPhysicsLaboratory(APL),andtheywerequiteexperiencedbuildingthetypeofspacecraftthattheythoughttheyneeded,sothegroupproposedusingaspacecraftbuiltbyAPL.Theinitialunsolicitedproposalofthegroupwasnotaccepted,butitraisedtheirvisibility.Whenan
3、opportunitycamealongtoproposeanewmissionfiveyearslater,theyproposedACEasanExplorer-classmissiontoberunoutofNASA’sGoddardSpaceFlightCenter.Patiencepaidoff,andin1991theirproposalwasselectedforfunding.Dr.EdwardStone,principalinvestigatorattheCaliforniaInsti-tuteofTechnology(Calt
4、ech),recalls:“Whenitcamedowntowhowouldbetheleaderofourgroup,alleyesfellonme.IwastheProjectScientistonVoyager,ahigh-profileNASAmission,andIwasconsid-eredaknownquantitybytheAgency.PeopleknewhowIdidthingsandhowImanagedscience.TheyalsoknewthatVoyagerhadbeengoingwell.”171172Master
5、ingtheLeadershiproLeinprojectManageMentThegrouphasgrown,andthechallengeonACEwasworkingwith20differentscienceinstitutionsspreadoutacrosstheUnitedStatesandpartsofEurope.Eventhedistancebetweenthetwopri-maryplayers—Dr.StoneandDonMargolies,theprojectmanagerfromGoddardSpaceFlightCe
6、nter—wasmorethan2,500miles.Dondescribeshowtheyaddressedthisproblem:“Dr.StoneandIsetupascheduletotalkwitheachotheronthephoneeveryweek.Intheearlystagesoftheproject,muchofwhatwasabouttounfoldwasstillupintheair.Youmightsaythespacecraftitselfwasabouttheonlythingnotintheair.Ithough
7、titwascrucialtothesuccessoftheprojectthatDr.Stoneknoweverythingthatwasgoingon—andifsomethinghappenedthatinvolvedthedevelopmentoftheinstruments,hecouldbeonitrightaway.EvenifitwasjusttosaythattheweatherwasniceinCaliforniaandtherewasnothingmuchhappeninghereatGoddard,wealwayskept
