2、建。同时由于加入WTO，我国农业也面临着更加严峻的挑战。所以，加快农村基础设施建设，促进农村经济社会发展，进而推进农业的发展和促进经济的稳定协调发展，是一项事关全局的大事。党的十七大报告中提出：坚持把发展现代农业、繁荣农村经济作为首要任务，要加强农村基础设施建设，健全农村市场和农业服务体系。加大支农惠农政策力度，严格保护耕地，增加农业投入，促进农业科技进步，增强农业综合生产能力。研究农村基础设施建设问题，可以为解决农村基础设施建设中存在的建设资金不足、投资效率不高等现实问题提供理论依据；研究农村基础设施建设问题，还可以更好为解决农村基础设施建设
