3、cussliabilityuntilpropertyrightsarespecified.Butwefindthenotionofliabilitysointuitiveforstudentsthatweprefertostartwithit,usingiteventuallytoshowthatthereisapriorissue,whichisthedistributionofpropertyrights.Studentsaremuchmoreusedtotheideaofliabilitythantheyaretotheideathatpropertyrightsmightberea
4、rranged,whichmightinturngivedifferentresultsintermsofenvironmentalquality.Thechapterintroducestheconceptoftransactionscosts,thecostsoffinding,concluding,andenforcingexchangesamongindividualsandgroups.Thediscussionemphasizesthelinkageoftransactionscoststothenumberofpeopleinvolved(e.g.,discussionofE
5、xxonValdezoilspill),andtothedifficultiesofovercomingpublicgoodsandfree-riderproblemsinthecaseofenvironmentalbenefitsandcosts.Asimple"CoaseTheorem"ispresented,alongwithabrieflistofrequirementsthathavetobemetfordecentralizedtransactionsamongpropertyownersanduserstoyieldefficientoutcomes.Thetextstres
