7、法权益、根据《中华人民共和国建筑法》和《四川省建筑管理条例》，制定本办法。 第二条凡在四川省行政区域内对建筑物进行装饰装修，均必须依照本办法实行招标投标。 第三条本办法所称装饰装修，是指建筑物、构筑物内、外空间达到一定的环境质量要求，使用装饰装修材料，对建筑物、构筑物外表和内部进行装饰处理的工程建筑活动。 第四条省人民政府建设行政主管部门负责全省装饰装修工程招标投标的统一监督管理。 县以上人民政府（含地区行政公署，下同）建设行政主管部门按建设项目隶属关系负责区域内装饰装修工程
