TherelationbetweenEuPdirectiveandCEmarking(continue)EUP指令与CE标志的关系3.Wherenon-compliancecontinues,theMemberStateshalltakeadecisionrestrictingorprohibitingtheplacingonthemarketand/orputtingintoserviceoftheEUPinquestionorensurethatitiswithdrawnfromthemarket;incaseofprohibitionorwithdrawalfromthemarketthecommissionandtheotherMemberStateshallbeimmediatelyinformed.当不符合现象还在持续,该成员国应做出决定限制或禁止有问题的EUP投放市场或投入使用或确保将其撤出市场,在禁止或撤出市场的情况下应通知委员会和其它成员国. 6.1.1dissectionaboutrequirements&timeline(continue):要求&時限剖析(2013.07.Jan):(d).Powermanagement:能量管理whenequipmentisnotprovidingthemainfunction,orwhenotherenergy-usingproductsarenotdependentonitsfunction,equipmentshall,unlessinappropriatefortheintendeduse,offerapowermanagementfunction,orasimilarfunction,thatswitchesequipmentaftertheshortestpossibleperiodoftimeappropriatefortheintendeduseoftheequipment,automaticallyinto:当设备不提供主功能时,或当其他耗能产品不依赖其功能时,除非与其设计用途不符合,设备都应当提供能量管理功能或类似功能,相应于预定的用途设备应在尽可能短时间内自动切换到:-standbymodeoroffmode,or待机模式或关机模式,或-anotherconditionwhichdoesnotexceedtheapplicablepowerconsumptionrequirementsforoffmodeand/orstandbymodewhentheequipmentisconnectedtothemainspowersource,thepowermanagementfunctionshallbeactivatedbeforedelivery.另外一种工作状态——在该状态下,当设备连接到主电源时,其功耗不超过上述关机模式及/或待机模式的功耗要求。能量管理功能应在交货前激活。 6Ecodesign:requirements&timeline生态设计:要求&時限6.2.Eco-design—verificationprocedure:核验程序Whenperformingthesurveillancechecksreferredtointhedirective,theauthoritiesoftheMemberstateshallapplythefollowingverificationprocedurefortherequirementsofenergyconsumptionasapplicable:在执行本指令所述的市场监督检查时,欧盟成员国受权部门应对相应的能耗要求使用下列核验程序:Forpowerconsumptionrequirementslargerthan1.00W,Memberstatauthoritiesshalltestonesingleunit;Themodelshallbeconsideredtocomplywiththeprovisions,asapplicable,totheimplementingregulationiftheresultsforoff-modeandstandby-modeconditions,asapplicable,donotexceedthelimitvaluesbymorethan10%.Otherwise,threemoreunitsshallbetest,themodelshallbeconsideredtocomplywiththisregulationiftheaverageoftheresultsofthelatterthreetestsforoff-modeand/orstandby-modeconditions,asapplicable,doesnotexceedthelimitvaluesbymorethan10%.对于大于1.00W的功耗要求,成员国受权部门应当检测一件设备:如果设备在关机和/或待机模式下的功耗水平(视情况)不超过限值的10%,则认为相应设备型号符合实施法规的规定。否则,就需要再检测3件设备,如果对随后3件设备进行的关机模式和/或待机模式功耗检测结果的平均值不超过限值的10%则认为该型号设备符合本法规的要求。 6.2.Eco-design—verificationprocedure(continue):核验程序Forpowerconsumptionrequirementssmallerthan,orequalto1.00W,Memberstatauthoritiesshalltestonesingleunit;Themodelshallbeconsideredtocomplywiththeprovisions,asapplicable,totheimplementingregulationiftheresultsforoff-modeandstandby-modeconditions,asapplicable,donotexceedthelimitvaluesbymorethan0.10W;Otherwise,threemoreunitsshallbetest,themodelshallbeconsideredtocomplywiththisregulationiftheaverageoftheresultsofthelatterthreetestsforoff-modeand/orstandby-modeconditions,asapplicable,doesnotexceedthelimitvaluesbymorethan0.10W.对于小于或等于1.00W的功耗要求,成员国受权部门应当检测一件设备:如果设备在关机和/或待机模式下的功耗水平(视情况)不超过限值0.10W,则认为相应设备型号符合实施法规的规定。否则,就需要再检测3件设备,如果对随后3件设备进行的关机模式和/或待机模式功耗检测结果的平均值不超过限值0.10W则认为该型号设备符合本法规的要求。Otherwise,themodelshallbeconsiderednottocomply.否则,就认为不符合 6.3.ListofEUPscoveredbythisdirective:涵盖的耗能产品名录1.Householdappliances:家用电器washingmachines;clothesdryers;dishwashingmachines;cooking;electricovens;electrichotplates;microwaveovens;toasters;fryers;grinders;coffeemachines;equipmentforopeningorsealingcontainersorpackages;electricknives;otherappliancesforcookingandotherprocessingoffood,cleaningandmaintenanceofclothes;appliancesforhaircutting,drying,toothbrushing,shaving,massageandotherbodycareappliances;scales洗衣机;干衣机;洗碗机;烹饪机械;电烤箱;电热板;微波炉;电烤炉;煎锅;粉碎机、咖啡机以及用于打开或密封容器或包装的设备;电刀;其他烹调用具以及其他食物处理、衣物清洁和保养设备;用于头发修剪、头发吹干、刷牙、刮脸、按摩以及其他个人用具;天平2.Informationtechnologyequipmentintendedprimarilyforuseinthedomesticenvironment;主要供在家庭环境中使用的信息技术设备3.Consumerequipment:消费性设备radiosets;televisionsets;videorecorders;hi-firecorders;audioamplifiers;hometheatresystems;musicalinstruments;otherequipmentforthepurposeofrecordingorreproducingsoundorimagesincludingsignalsorothertechnologiesforthedistributionofsoundandimageotherthanbytelecommunications.无线电装置;电视机;摄像机;录像机;高保真录音机;音频放大器;家庭影院系统;乐器;以及其他用于记录或重现声音或图像的设备,包括用于声音和图像传输的信号或技术(无线电通信除外) 7Ecodesign:thestandard&artformeasurementpowerconsumption生态设计:能耗测量的标准&技术7.1.Definitions:定义1)offmode:关机模式aconditioninwhichtheequipmentisconnectedtothemainspowersourceandisnotprovidinganyfunction;thefollowingshallalsobeconsideredasoffmode:a).Conditionsprovidingonlyanindicationofoff-modecondition;b).Conditionsprovidingonlyfunctionalitiesintendedtoensureelectromagneticcompatibilitypursuanttodirective2004/108/ECoftheEuropeanParliamentandoftheCouncil.一种设备连接到主电源但不提供任何功能的运行状态;下列模式也被认为是关机模式:a).仅提供关机模式指示的状态;b).仅提供用以确保欧洲议会和理事会制定的2004/108/EC号指令的电磁兼容性要求所必须的功能的状态. 7.2.standardart&requirementsformeasurement(continue):测量的技术及要求7.4testmethods:测试方法7.4.1samplingmethod:采样法Setupthedatacollectionintervalswhichshallnotexceed0.25S,collectthepowerreadingstogetherwithotherkeyparameterssuchasvoltageandcurrentuntilaperiodofstablepowerconsumptionisestablishedofnotlessthan10minutesduration.Theminimumtotalperiodforsamplingtoestablishstabilityusingis15minutes;ifthepowervariesoveracycle,themeasurementperiodselectedshallbenotlessthantwocompletecycles.Forcyclingloads,thetotaldurationoftheperiodmeasuredshallnotbelessthan20minutesortwocompletecycles(whicheverislonger).Wherecyclesarenotstableorareirregular,sufficientdatashallbemeasuredtoadequatelycharacterizethepowerconsumptionofthemode(aminimumof10cyclesisrecommended).设定采样间隔(应不超过0.25s),收集功率读值直到稳定状态确立(从采样到确立稳态至少15min,后10min常用来判定稳定状态);如果功率在一个周期内变化,至少测试两个完整的周期,对于周期性负载总测量时间不少于20min或两个完整周期中的较长者;循环是不稳定或不规则的则应测至少10个周期. 8Ecodesign:indicativebenchmarksforthebest-performingproductscurrentlyavailable生态设计:目前市场上性能最好的产品和技术的指示基准8.1general概述ThechoiceofaspecificdesignsolutionofanEUPwillachieveareasonablebalancebetweenthevariousenvironmentalaspectsandbetweenenvironmentalaspectsandotherrelevantconsiderations,suchassafetyandhealth,technicalrequirementsforfunctionality,quality,andperformance,andeconomicaspects,includingmanufacturingcostsandmarketability,whilecomplyingwithallrelevantlegislation;ManufacturersofEUPswillberequiredtoperformanassessmentoftheEUPmodelthroughoutitslifecycle,baseduponrealisticassumptionsaboutnormalconditionsandpurposesofuse,manufacturerswilluseofthisassessmenttoevaluatealternativedesignsolutionsandtheachievedenvironmentalperformanceoftheproductagainstbenchmarks.在遵守所有相关法规时,一件EUP的具体设计方案的选择应在各种环境因素之间、环境因素与其它考虑之间达到合理的平衡,诸如安全与健康、功能、质量和性能的技术要求,以及包括制造成本和可销售性在内的经济因素;EUPs的制造商会被要求基于正常操作条件和使用目的的现实性假设,对贯穿整个生命周期中的EUP模型进行评估,制造商将利用这些评估来评价其它的可选设计方案并与参考基准相比评价所获得的环境性能.
