6、bythecompany,developingrulesandregulationsforcoalproduction,institutionalizationan拓展融资渠道，破解中小企业资金瓶颈近年来，我区中小企业数量迅速增加，素质不断提高，活力明显增强，为促进经济增长、推动技术创新、增加地方财政收入、社会就业起到了重要作用，已成为我区国民经济的重要组成部分。但也应清醒地看到，随着世界金融形势的恶化，国内金融政策的进一步调整，我区中小企业在发展中还面临着不少困难和问题，其中，融资难就是制约中小企业发展的
7、主要问题之一。一、当前我区中小企业融资现状现阶段，由于我国金融市场体系还不完善，加上去年开始实行的从紧货币政策，我区中小企业的资金问题进一步凸显。 （一）中小企业资金缺口日益加大。一是企业资金需求增加。去年以来，原材料、劳动力、煤电油运等要素价格持续上涨，产品市场竞争日趋激烈，中小企业的销售压力不断加大，大量流动资金滞留在生产环节，应收账款增多，存货占用资金上升，企业资金需求量快速增加。二是各银行的信贷规模收缩。随着国家从紧货币政策的持续实施，中小企业信贷供给明显趋紧。截止月末全区各金融机构贷款余额较年初
