1、中国农业科学院科技创新工程实施方案为深入贯彻党的十八大提出的创新驱动发展战略，全面落实全国科技创新大会精神，按照中央1号、6号文件的要求，深化科技体制改革，完善科技促进农业发展的机制，尽快提升国家级科研机构在创新体系中的骨干作用和引领能力，立足中国农科院职能定位和优势特色，坚持以“服务产业重大科技需求、跃居世界农业科技高端”为使命，以“建设世界一流农业科研院所”为目标，以全球视野谋划科技开放合作，突出体制机制创新，调整优化学科布局，加强人才团队建设，改善科研条件，全面提升创新能力。特制定本方案。一、总体思路和基本原则中国农科院成立于1957年，是中央级综合性公益类农

2、业科研机构，在长期的科技创新实践中，以科研任务带动学科建设，逐步形成了服务于产业需求的重点研究方向和独具特色的学科体系，取得了一批重大科技成果，为农业农村经济发展做出了重要贡献。面对新形势新要求，科研方向不稳、基础研究薄弱、领军人才短缺等问题日益凸显，需要着力解决。总体思路：围绕“两大使命”、“一个目标”想到这里，他立即带上两个测工，肩扛手拎着仪器，硬是徒步走到了现场。sectionoftheDepartmentofprojectmanagement;Projectdocumentsandinformation:ProjectEngineeringDepartmen

7、mmissioning,serviceinformation(complaintsandsatisfaction);Qualityrecords,qualitycompliancewithtrendreports,analysisofresults;Combinedwiththequalitypolicyandtheachievementofthegoals,statusandsuitabilityevaluationofthequalitymanagementsystemtodeterminecorrective,preventiveandimprovemen
