6、备大修、拆除、开车安全管理方案1目的制定生产装置开车前安全条件确认方案，确保安全条件确认工作有组织展开，保证能全面确认生产装置开车前安全条件，无生产事故发生。2范围从事生产的各种工艺装置设备的大修、拆除和开车等安全管理方案及相关适用本规定。3责任设备部、生产技术部，安全环保部4内容4.1装置大修、拆除和开车须有专人负责，制定专题方案，方案中应有具体的职业安全卫生防范保障措施内容。4.2对大修、拆除和开车的装置要进行危害识别、风险评价和实施必要的控制措施。对一些重大项目，须制订相应的安全技术措施（安全措施、扫线方案、盲板位置、网络进度等），并应做到“五定”，即定施工方案、定作业人员、
7、定安全措施、定工程质量、定网络进度。4.3参加装置大修、拆除和开车的工程施工单位，应具有国家规定的相应资质证书，须在其资质等级许可的范围内承揽工程。4.4在办理项目委托手续和签订工程施工合同时，须交待安全措施和签订安全协议书。4.5参加装置大修、拆除和开车人员，须进行同作业内容相关的安全教育。凡二人以上作业，须指定一人负责安全。特种作业人员应按国家规定，持证上岗。4.6工程施工前，必须按“施工组织设计”或“安全技术措施”，向全体施工人员进行安全技术交底，并做好安全交底
