2、e1Inordertostandardizetheexaminationandapprovalofforeigners'permanentresidenceinChina,theseMeasuresareformulatedinaccordancewiththerelevantprovisionsoftheLawofthePeople'sRepublicofChinaonControlofEntryandExitofForeignersandtheDetailedRulesforitsimplementation.Ar

3、ticle2Foreigners'permanentresidenceinChinareferstothattheperiodofforeigners'residenceinChinaisnotlimited.Article3TheForeigner'sPermanentResidenceCardisavalidIDcertificateforaforeignerwhohasobtainedpermanentresidencestatusinChinaandmaybeusedindependently.Article4

4、AforeignerwithpermanentresidencestatusinChinamayenterandleaveChinawithhisvalidpassportandForeigner'sPermanentResidenceCard.Article5TheauthoritiestoaccepttheapplicationsofforeignersforpermanentresidenceinChinaarethepublicsecurityorgansofthepeople'sgovernmentsofci

5、tieswithsubordinatedistrictsandthepublicsecuritybranchbureausandcounty-levelbureausofmunicipalitiesdirectlyundertheCentralGovernment.Theauthoritiestoexamineforeigners'applicationsforpermanentresidenceinChinaarethedepartmentsandbureausofpublicsecurityofprovinces,

6、autonomousregionsandmunicipalitiesdirectlyundertheCentralGovernment.Theauthoritytoexamineandapproveforeigners'applicationsforpermanentresidenceinChinaistheMinistryofPublicSecurity.Article6ForeignersapplyingforpermanentresidenceinChinamustabidebyChineselaws,being

7、oodhealthandwithoutanycriminalrecord,andmustmeetatleastoneofthefollowingrequirements:(1)havingmadedirectinvestmentinChinawithstableoperationandagoodtaxpayingrecordforthreesuccessiveyears;(2)havingbeenholdingthepostofdeputygeneralmanager,deputyfactorydirectororab

8、oveorofassociateprofessor,associateresearchfellowandotherassociateseniortitlesofprofessionalpostoraboveorenjoyinganequaltreatment,foratleastfoursuccessiveyears,witham
