2、meinOctober2002,atwhichtime,theCommissionvotedtomakeitanofficialdocumentoftheICC.TheISBP,asitismorecommonlycalled,isapracticalcomplementtoUCP500,ICC'suniversallyusedrulesondocumentarycredits.AlthoughitdoesnotamendtheUCP,itexplains,inexplicitdetail,howtherulesaretobeappliedonaday-to-daybasis.As

3、such,itfillsaneededgapbetweenthegeneralprinciplesannouncedintherulesandthedailyworkofthedocumentarycreditpractitioner.ThetaskforcethatdevelopedtheISBPwasmeticulousinseekingtodocumentinternationalpracticeinthefield.ItstartedbyaskingICCnationalcommitteesandmemberstosendchecklistsonhowdocumentswe

4、reexaminedintheirbanks.Some39nationalcommitteesandasubstantialnumberofindividualbanksresponded.Cullingthesecommentsrequired14taskforcemeetingsandfourdifferentdraftsbeforetheISBPwasfinallyinashapetobeapproved.Thetaskforcedeservesconsiderablecreditforhavingproceededsocarefully.Theobjectoftheexer

5、cisewastodocumentinternationalstandardbankingpracticefortheexaminationofdocumentsundertheUCP;itwasnottoreportonindividualcountrypracticesthatmaydifferinsomewayfromthenorm.TheUCPwascreatedtobringuniformitytoafieldinwhichindividualpracticesoftendiffered,tothedetrimentofdocumentarypractitionersin
