2、ountoftheirPEANUNION,specialcircumstances,wereallowedtopostponethedatefixedforachievementoftherecoveryandrecyclingtargetssetinDirective94/62/ECshouldbegrantedaHavingregardtotheTreatyestablishingtheEuropeanfurther,butlimited,postponement.Community,andinp
3、articularArticle95(1)thereof,HavingregardtotheproposalfromtheCommission(1),(6)TheEuropeanParliament,theCouncilandtheCommis-sionagreeontheneedfortemporaryderogationsfortheaccedingStateswithrespecttothetargetsofthisHavingregardtotheopinionoftheEuropeanEco
4、nomicandDirective.ThisshouldbedecidedonthebasisoftheSocialCommittee(2),requestsfromtheaccedingStatesforderogationstoruninprincipleuntilnotlaterthan2012forCyprus,theCzechRepublic,Estonia,Hungary,Lithuania,SlovakiaActinginaccordancewiththeprocedurelaiddow
5、ninArticleandSlovenia;2013forMalta;2014forPolandand251oftheTreaty,inthelightofthejointtextapprovedbythe2015forLatvia.ConciliationCommitteeon17December2003(3),Whereas:(7)Thisagreementwillbefinalisedinaccordancewiththeappropriatelegalprocedurebeforetheexp
