1、安全生产检查制度第一章总则第一条为贯彻落实“安全第一、预防为主”的安全生产方针，杜绝生产安全事故,落实安全生产责任制，根据《北京市安全生产条例》制定本制度。第二条本制度所称安全生产检查（以下简称安全检查）是指为了防止和减少生产安全事故、减轻职业危害而进行的各种检查活动。第三条安全检查范围包括：生产经营过程中物的不安全因素、从业人员的不安全行为、规程制度的完善、安全管理上的漏洞、特种设备的检测检验,从业人员及特种作业人员的教育培训,相关人员的执业资格等。第四条安全检查应依国家法律法规和行业规范、企业的规章制度和有关规程、危险源（点）及事
