2、efully,andthinkaboutthereasonsthatcontributetothechangeoftheirattitudetoChineseCanadians.ThespeechCanadaApologizestoChineseForcedtoPayHeadTaxHarper:Ispeak,ofcourse,oftheHeadTaxthatwasimposedtoChineseimmigrantstothiscountryaswellastheotherrestrictivemeasuresthatfollowed.TheseChinese
3、immigrantsmadethedifficultdecisiontoleavetheirfamiliesbehindinordertopursueopportunitiesinacountryhalfwayaroundtheworldtheycalled,“GoldMountain”.Beginningin1881,over15,000oftheseChinesepioneersbecameinvolvedinthemostimportantnation-buildingenterpriseinCanadianhistory,theconstructio
4、noftheCanadianPacificRailway.Theconditions,underwhichthesemenworked,wereatbestharshand,attimesimpossible.Tragically,some1,000ChineselaborersdiedduringthebuildingoftheCPR.But,inspiteofitall,theseChineseimmigrantsperseveredand,indoingso,helpedtoensurethefutureofthecountry.Butfromthem
5、omenttherailwaywascompleted,Canadaturneditsbackonthesemen.BeginningwiththeChineseimmigrantsactof1885.aheadtaxof$50.00wasimposedonChinesenewcomersinanattempttodeterimmigration.ThegovernmentofCanadarecognizesthestigmaofexclusion(排挤)experiencedbytheChineseasaresult.Weacknowledgethehig
6、hcostoftheHeadTaxmeantthatmanyfamilymemberswereleftbehindinChina,nevertobereunitedorthatfamilieslivedapart,insomecasesinextremepovertyforyears.WealsorecognizethatourfailuretotrulyacknowledgethesehistoricalinjusticeshaspreventedmanyinthecommunityfromseeingthemselvesasfullyCanadian.O
