1、24卷第4期资 源 科 学Vol.24,No.42002年7月RESOURCESSCIENCEJuly,2002全球化背景下的中国水资源安全与对策闵庆文,成升魁(中国科学院地理科学与资源研究所,北京 100101) 摘要“全球化”已成为一种趋势:,既包括世界经济的全球化,也包括资源利用的全球化和生态环境问题的全球化。水资源作为一种特殊的自然资源,不仅对人民的生命和健康以及生态系统至关重要,而且是国家经济发展的基本条件之一。该文从中国水资源安全现状和全球化对中国水资源安全的可能影响入手,着重探讨了全球化背景下的中国水资源安全对策。
2、中国水资源安全形势严峻,随着世界经济的全球化和中国加入WTO,水资源安全问题将愈加严重,并因此而将缺乏在国际市场上的竞争力,文中认为:全球化使我国水资源安全面临严峻挑战的同时,也为我们确保水资源安全提供了机遇。应当借助国际市场和自身挖潜,通过利用境外水资源、保护境内水资源、提高水资源效益、调整产业结构与饮食习惯等措施,确保水资源安全。关键词:全球化;水资源;水资源安全;对策;中国中图分类号:TV21314;X143(2) 文献标识码:A 文章编号:1007-7588(2002)04-0049-07WATERRESOURCESE
