4、osalsForeword11.ThisStandardRequestforProposals(“SRFP”)hasbeenpreparedbytheWorldBank(“Bank”)andisbasedontheMasterProcurementDocumentforSelectionofConsultants(“MasterDocument”).TheMasterDocumentwaspreparedbyparticipatingMultilateralDevelopmentBanks(“MDBs”)andreflectswhatareconsid
5、ered“bestpractices”.2.ThisSRFPfollowsthestructureandtheprovisionsoftheMasterDocument,exceptwherespecificconsiderationswithintherespectiveinstitutionshaverequiredachange.3.ThetextshowninItalicsis“NotestotheClient”.ItprovidesguidancetotheentityinpreparingaspecificRFP.“NotestotheCl
6、ient”shouldbedeletedfromthefinalRFPissuedtotheshortlistedConsultants.4.ThisSRFPcanbeusedwithdifferentselectionmethodsdescribedintheGuidelinesforSelectionandEmploymentofConsultantsunderIBRDLoansandIDACredits&GrantsbyWorldBankBorrowers,datedJanuary2011(“Consultants’Guidelines”),in
7、cludingQuality-andCost-BasedSelection(“QCBS”),Quality-BasedSelection(“QBS”),SelectionunderaFixedBudget(“FBS”),andLeast-CostSelection(“LCS”).WhenmandatingtheuseofthisSRFPontheimplementingagency,however,primaryconsiderationshouldbegiventothecomplexityandvalueoftheassignment.5.Theu
8、seofthisSRFPisnotrequiredforselectionsconductedundercommercialpractice,useofcountrysystems,selectionofindividualconsultants,andinthecaseofenteringintoanagreementwithaUNagencyinaformatapprovedbytheBank.ForSelectionBasedonConsultant’sQualifications(“CQS”)orassignmentsunderanyselec
