4、ationsmakinguptheUnitedKingdom.Withmostofthepeopleandwealth,Englandhasalwayshadbraggingrights.ThepartialtransferoflegislativepowersfromWestminster,implementedbyTonyBlair,wasdesignedtogivetheothermembersoftheclub-Scotland,NorthernIreland,andWales-abiggersayandtocountercentrif
5、ugalforcesthatseemedtothreatentheveryideaoftheunion.TheWelshshowedlittleenthusiasmfordevolution.WhereastheScotsvotedoverwhelminglyforaparliament,thevoteforaWelshassemblyscrapedthroughbylessthanonepercentonaturnoutoflessthan25percent.Itspowerswereproportionatelylimited.TheAss
6、emblycandecidehowmoneyfromWestminsterortheEuropeanUnionisspent.Itcannot,unlikeitscounterpartinEdinburgh,enactlaws.Butnowthatitishere,theWelsharegrowingtoliketheirAssembly.Manypeoplewouldlikeittohavemorepowers.Itsimportanceasfigureheadwillgrowwiththeopeningin2003,ofanewdebati
