2、摊已经成为当前需解决的首要问题。基于共担责任分摊原则给出电力生产端和消费端分别应分摊的碳指标核算公式,以2011年我国六大区域间交换电量数据为基础给出了各区域电力行业碳排放责任分摊方案,并利用SE—DEA模型从投入产出效率的角度对该方案的有效性进行评判;鉴于碳排放总量不变的前提,进一步运用ZSG—DEA模型对碳排放责任分摊方案做进一步优化。研究结果表明:经过ZSG-DEA分配后,各区域的效率值均位于DEA前沿面,实现了整体效率的帕累托最优。关键词:碳减排:SE-DEA模型;ZSG-DEA模型;责任分摊中图分类号:F062.4;F466文献标志码:A文章编号:1000—7
