1、高阿水水利水电技术第45卷2014年第8期库灌区洪水资源利用量及其效益分析方红远1，程毅1，卞志斌2(1．扬州大学，江苏扬州225009；2．江苏响水沿海经济开发区管委会，江苏响水224631)摘要：针对江苏徐淮北部地区的高阿水库灌区的水利工程布局和水资源开发利用实际状况，提出了基于水库汛限水位动态控制方法的区域洪水资源利用策略。在汛限水位动态控制运用与短期降雨预报相结合的方法基础上，采用长系列调节计算法计算了高阿水库灌区的洪水资源利用量。运用工业供水效益分摊系数法和农业供水效益分摊系数法计算了洪水资源
