1、农业保险论文：福建省农业保险发展研究【中文摘要】农业保险是现代农业发展的三大支柱之一,是国际上用于扶持农业的通行做法。近年来,福建省加快建立政策性农业保险制度,不断增强农业救灾能力,但在财政投入、政策扶持和制度管理方面仍显不足。福建的经济虽然取得迅猛发展,但作为一个自然灾害多发的地区,农业和农村生产基础设施依然很薄弱,抵御自然灾害能力较弱,农业保险的发展远远滞后于经济发展水平,农业面临巨大风险。本文从农业保险的准公共物品理论出发,对农业保险经营难点和新时期发展福建农业保险的必要性进行分析,并回顾了福建省农业保险的发展历程,分析了福建省农业保险发展
2、的现状、存在的问题及原因,比较和借鉴国内外农业保险发展模式的经验启示,从立法角度、政策推动、增加供给、制度管理及推广模式创新等多方面提出了发展福建省农业保险的对策建议,也为完善福建省政策性农业保险试点工作提供借鉴。【英文摘要】Modernagriculturalinsuranceisoneofthethreepillarsofagriculturaldevelopment,istheinternationalcommonpracticeusedtosupportagriculture.Recently,thepolicy-orientedagri
3、culturalinsurancesystemisestablishedtocontinuouslyenhancetheagriculturaldisasterrelief,butinthefinancialinvestment,policysupportandsystemmanagementremainedinadequateinFujianProvince.Fujian’seconomyistoachieverapiddevelopment,butasanaturaldisaster-proneareas,agriculturalproduc
4、tionandruralinfrastructureisstillweaktowithstandnaturaldisasters,agriculturalinsurancedevelopmenthaslaggedfarbehindthelevelofeconomicdevelopment,resultingtheFujianagricultureinahugerisk.Thepaperbasedonthequasi-publicgoodstheorytoanalyzethedevelopingdifficultiesandnecessaryoft
5、heagriculturalinsuranceinFujian,reviewedthecourseofdevelopmentofFujianagriculturalinsurance,andanalyzedthestatus,problemsandcausesofFujianagriculturalinsurancedevelopment.Furthermore,thepaperputforwardthemeasurestoimprovethedevelopmentandthepolicyagriculturalinsurancepilotinF
