7、续发展。2002年中共十六大把“可持续发展能力不断增强”作为全面建设小康社会的目标之一。可持续发展是以保护自然资源环境为基础，以激励经济发展为条件，以改善和提高人类生活质量为目标的发展理论和战略。它是一种新的发展观、道德观和文明观。可持续发展战略的目的，是要使社会具有可持续发展能力，使人类在地球上世世代代能够生活下去。人与环境的和谐共存，是可持续发展的基本模式。自然系统是一个生命支持系统。如果它失去稳定，一切生物（包括人类）都不能生存。自然资源的可持续利用，是实现可持续发展的基本条件。可见经济要持续发展,社会能够和谐发展,保护好环境
8、是关键。可持续发展的思路,不但涉及人类未来的前途和命运,而且发展就是高消耗,高增长的消费经济模式,不考虑自然的承受能力,以大量消耗自然资源来促进经济发展,造成人与自然环境的不协调。可持续发展是将自然界普遍存在的物质不灭和能量守恒定律,
