4、odramatizeanappallingcondition.Inasensewehavecometoournation'scapitaltocashacheck.WhenthearchitectsofourrepublicwrotethemagnificentwordsoftheConstitutionandthedeclarationofIndependence,theyweresigningapromissorynotetowhicheveryAmericanwastofallheir.Thisnotewasapromisethatallmenwouldbeguara

5、nteedtheinalienablerightsoflife,liberty,andthepursuitofhappiness.ItisobvioustodaythatAmericahasdefaultedonthispromissorynoteinsofarashercitizensofcolorareconcerned.Insteadofhonoringthissacredobligation,AmericahasgiventheNegropeopleabadcheckwhichhascomebackmarked"insufficientfunds."Butweref

6、usetobelievethatthebankofjusticeisbankrupt.Werefusetobelievethatthereareinsufficientfundsinthegreatvaultsofopportunityofthisnation.Sowehavecometocashthischeck--acheckthatwillgiveusupondemandtherichesoffreedomandthesecurityofjustice.WehavealsocometothishallowedspottoremindAmericaofthefierce
