2、edocumentation.4.3proxyapplicationshallaffixitsofficialsealcodingandpagebypageinthespecifiedlocation.Agentacopyoftheapplicationshallhavetonumberthepagesandsignedoriginalcopy(copy)(includingsupportingdocuments),andcopyshouldbeexactlythesame.4.4applica

3、tionthereshallbenoloosepages.4.5agentapplicationshouldbecompletewithindelibleink(powdered)prints,theagentshallnotalteranypageoftheapplication.4.6biddingagenciesoffershouldbebasedontheinterimmeasuresforthemanagementoftenderingagent'sservicecharges(met

4、erprices[2002]1980)rulesoftheNineth,tenderagentservicechargesusingthedifferenceprogressivebillingrate.Chargesinaccordancewiththetenderingagent'sservicechargesand,inconjunctionwiththeprovisionsofthespecificcircumstancesoftheprojectshallnotbefloatingup

5、anddown-floatingrangemustnotexceed20%,otherwisetheapplicationcannotpasscompliancechecks,beinvalidated.Duetobiddingagencyselectionandprincipal-agentcontractssignedduringchargingbasebidamounthasnotyetbeenproduced,itcanonlybeaccordingtotheratesofprice,b

6、idandthebidamountdeterminesaftertheend,controlledresponseratescalculatedshallpaytenderfee(tenderagencyfeeaccountsfortheactualbiddingagentitemforfares).Thantheselectedpersontenderingagent'sservicechargecontroltheupperandlowerlimits,CapfortheStateDevel
