3、fyoulisteningtome.HowandwhydidAmericagetinvolvedinVietnaminthefirstplace?HowhasthisadministrationchangedthepolicyofthepreviousAdministration?WhathasreallyhappenedinthenegotiationsinParisandonthebattlefrontinVietnam?Whatchoicesdowehaveifwearetoendthewar?Whataretheprospects

4、forpeace?NowletmebeginbydescribingthesituationIfoundwhenIwasinauguratedonJanuary20:Thewarhadbeengoingonforfouryears.Thirty-onethousandAmericanshadbeenkilledinaction.ThetrainingprogramfortheSouthVietnamesewasbeyond[behind]schedule.Fivehundredandforty-thousandAmericanswerei

5、nVietnamwithnoplanstoreducethenumber.NoprogresshadbeenmadeatthenegotiationsinParisandtheUnitedStateshadnotputforthacomprehensivepeaceproposal.Thewarwascausingdeepdivisionathomeandcriticismfrommanyofourfriends,aswellasourenemies,abroad.Inviewofthesecircumstances,thereweres

6、omewhourgedthatIendthewaratoncebyorderingtheimmediatewithdrawalofallAmericanforces.Fromapoliticalstandpoint,thiswouldhavebeenapopularandeasycoursetofollow.Afterall,webecameinvolvedinthewarwhilemypredecessorwasinoffice.Icouldblamethedefeat,whichwouldbetheresultofmyaction,o

7、nhim--andcomeoutasthepeacemaker.Someputittomequitebluntly:ThiswastheonlywaytoavoidallowingJohnson'swartobecomeNixon'swar.ButIhadagreaterobligationthantothinkonlyoftheyearsofmyAdministration,andofthenextelection.Ihadtothinkoftheeffectofmydecisiononthenextgeneration,andonth
