2、•分普遍，已经成为我国企业集群健康成长的桎梏。而机会主义行为和知识共享行为是影响企业集群成K的两个最为关键因索，因而，自然构成了企业集群治理需求的
3、两个主耍方面。但是，皋于机会主义行为的企业集群治理安排，可能会产生另外一种情景，即会导致抑制企业知识共享行为的发生，也就是说，在企业集群的成长过程中始终存在着两类看似相分离的治理困境。因此，如何协调这样两类治理困境的治理，必然成为企业集群治理理论研究和企业集群治理实践必须冋答的首要问题。而治理优先权假说」匸好提供了解决这个问题的理论基础和基本方法。我们可以按照“治理优先权”，一种字典式选择，來协调集群治理中两类看似相分离的治理困境诃题：即首先治理因知识共享行为引致的治理诃题；然后治理因机会主义行为导致的治理问题。关键词，企业集群集群治理机会主义知识

5、治理优先权Abstract:Thehealthygrowthofenterpriseclusterhascloselyrelatedtoitseffectivegovernance・FromthepracticeperspectiveofChineseenterprisecluster,thephenomenonofgovemaneedeletionhasbecomewidespread,whichhasbecametheshacklesofhealthygrowth.However,thebehaviorsofOpportunismandKnowled
6、geSharingarethemostcriticalfactorsthataffectthegrowthofenterprisecluster.Consequently,theyalsobecomethetwomainaspectsnaturallywhichmakeupofthedemandofenterpriseclustergovernance.Atthesametime,asthegovernanceofitwhichintheshadeofopportunismbehavior,therewillbeanotherkindofcircumst
7、ancethatwillleadtosuchthingstohappen,whichisrestrainthebehaviorofknowledgesharingofenterprise.Thatistosay,itexiststwokindsofgovernancedilemmasthatseemlikeinconsistentallthetimeinthegrowingprocess.Accordingly,howtoharmonizethemwillcertainbecometheprimalquestionthatwemustansweratth
