7、附录)集团公司井控管理九项制度·············································65前言在石油天然气勘探开发作业过程中,地层流体(油、气、水)一旦失去控制,就会导致井喷或井喷失控,无法进行正常钻进作业,甚至毁坏钻井设备、污染自然环境并危及人员和油气井的安全。井喷后,特别是钻井液喷空后的压井,对油气产层往往造成严重污染和伤害。因此,油气井井喷就是事故,井喷失控或着火是油气勘探开发中性质严重、损失巨大的灾难性事故。井控工作是一项系统工程,四川石油管理局和西南油气田分公司的勘探、开发、钻井、技术监督、安全、环保、物资、装备和培训
