1、附件1专项1：“大企业+产业基地”建设专项申报指南一、支持领域及方向、支持方式及标准（一）产业基地。重点支持基地基础设施建设、公共服务平台建设、基地招商引资、基地发展规划编制、人才培训等或以股权形式投资入股运营公司。市财政以扶持资金或股本入股基地投资运营公司等方式进行扶持，单个基地最高不超过1000万元。（二）骨干企业基地。重点对骨干企业基地关键技术研发及产业化、研发平台建设等给予专项资金扶持，单个最高不超过200万元。二、申报条件（一）产业基地1.列入我市确定重点发展的“大企业+产业基地”范围；2.申报主体明确；3.产业基地规划区域明确，组织机构健全、明晰，管理规范，
