3、rnationalTelecommunicationUnion(ITU)istheUnitedNationsspecializedagencyinthefieldoftelecommunications.TheITUTelecommunicationStandardizationSector(ITU-T)isapermanentorganofITU.ITU-Tisresponsibleforstudyingtechnical,operatingandtariffquestionsandissuingRecommendationsonthemwithav

4、iewtostandardizingtelecommunicationsonaworldwidebasis.TheWorldTelecommunicationStandardizationAssembly(WTSA),whichmeetseveryfouryears,establishesthetopicsforstudybytheITU-Tstudygroupswhich,inturn,produceRecommendationsonthesetopics.TheapprovalofITU-TRecommendationsiscoveredbythe

5、procedurelaiddowninWTSAResolution1.InsomeareasofinformationtechnologywhichfallwithinITU-T'spurview,thenecessarystandardsarepreparedonacollaborativebasiswithISOandIEC.NOTEInthisRecommendation,theexpression"Administration"isusedforconcisenesstoindicatebothatelecommunicationadminis

6、trationandarecognizedoperatingagency.CompliancewiththisRecommendationisvoluntary.However,theRecommendationmaycontaincertainmandatoryprovisions(toensuree.g.interoperabilityorapplicability)andcompliancewiththeRecommendationisachievedwhenallofthesemandatoryprovisionsaremet.Thewords
