2、apublictrust.Theseprohibitionsontheconductofpublicservantsareenactedtopreservethetrustplacedinthepublicservantsofthecity,topromotepublicconfidenceingovernment,toprotecttheintegrityofgovernmentdecision-makingandtoenhancegovernmentefficiency.§2601.Definitions.
3、Asusedinthischapter,1.“Advisorycommittee”meansacommittee,council,boardorsimilarentityconstitutedtoprovideadviceorrecommendationstothecityandhavingnoauthoritytotakeafinalactiononbehalfofthecityortakeanyactionwhichwouldhavetheeffectofconditioning,limitingorreq
4、uiringanyfinalactionbyanyotheragency,ortotakeanyactionwhichisauthorizedbylaw.2.“Agency”meansacity,county,boroughorotheroffice,position,administration,department,division,bureau,board,commission,authority,corporation,advisorycommitteeorotheragencyofgovernment
5、,theexpensesofwhicharepaidinwholeorinpartfromthecitytreasury,andshallincludebutnotbelimitedto,thecouncil,theofficesofeachelectedofficial,theboardofeducation,communityschoolboards,communityboards,thefinancialservicescorporation,thehealthandhospitalscorporatio
6、n,thepublicdevelopmentcorporation,andtheNewYorkcityhousingauthority,butshallnotincludeanycourtoranycorporationorinstitutionmaintainingoroperatingapubliclibrary,museum,botanicalgarden,arboretum,tomb,memorialbuilding,aquarium,zoologicalgardenorsimilarfacility.
7、3."Agencyservedbyapublicservant"means(a)inthecaseofapaidpublicservant,theagencyemployingsuchpublicservantor(b)inthecaseofanunpaidpublicservant,theagencyemployingtheofficialwhohasappointedsuchunpaidpublicservantunlessthebodytowhichtheunpaidpublicservanthasbee
