3、groisstillsadlycrippledbythemanaclesofsegregationandthechainsofdiscrimination.Onehundredyearslater,theNegrolivesonalonelyislandofpovertyinthemidstofavastoceanofmaterialprosperity.Onehundredyearslater,theNegroisstilllanguishedinthecornersofAmericansocietyandfindshimselfanexileinhis
4、ownland.Andsowe'vecomeheretodaytodramatizeashamefulcondition.Inasensewehavecometoournation'scapitaltocashacheck.WhenthearchitectsofourrepublicwrotethemagnificentwordsoftheConstitutionandtheDeclarationofIndependence,theyweresigningapromissorynotetowhicheveryAmericanwastofallheir.Th
5、isnotewasapromisethatallmen,yes,blackmenaswellaswhitemen,wouldbeguaranteedtheunalienablerightsoflife,liberty,andthepursuitofhappiness.ItisobvioustodaythatAmericahasdefaultedonthispromissorynote,insofarashercitizensofcolorareconcerned.Insteadofhonoringthissacredobligation,Americaha
6、sgiventheNegropeopleabadcheck,acheckwhichhascomebackmarked"insufficientfunds."Butwerefusetobelievethatthebankofjusticeisbankrupt.Werefusetobelievethatthereareinsufficientfundsinthegreatvaultsofopportunityofthisnation.Andsowehavecometocashthischeck,acheckthatwillgiveusupondemandthe
