3、anyspecialrulesmadebytheGovernmentofanyStatewithrespecttoadditionalstationorsignallights,shapesorwhistlesignalsforshipsofwarandvesselsproceedingunderconvoy,orwithrespecttoadditionalstationorshapesforfishingvesselsengagedinfishingasafleet.Theseadditiona
4、lstationorsignallights,shapesorwhistlesignalsshall,sofaraspossible,besuchthattheycannotbemistakenforanylight,shapeorsignalauthorizedelsewhereundertheseRules.TrafficseparationschemesmaybeadoptedbytheOrganizationforthepurposeoftheseRules.(e)WhenevertheGo
5、vernmentconcernedshallhavedeterminedthatavesselofspecialconstructionorpurposecannotcomplyfullywiththeprovisionsofanyoftheseRuleswithrespecttothenumber,position,rangeorarcofvisibilityoflightsorshapes,aswellastothedispositionandcharacteristicsofsound-sig
6、nalingappliances,suchvesselshallcomplywithsuchotherprovisionsinregardtothenumber,position,rangeorarcofvisibilityoflightsorshapes,aswellastothedispositionandcharacteristicsofsound-signalingappliances,asherGovernmentshallhavedeterminedtobetheclosestpossi
