2、vationanddevelopment.ThisiBriefanalyzesgovernmentinvolvementinencouragingsuchtechnologyanddividesthevariouspoliciesintofourcategories.Ononeendarepoliciesthatrelymainlyonmarketforcestoencouragescientificadvancementnaturally,requiringminimalgovernmentinvolvement.As
3、econdcategoryofpoliciesinvolvestechnologicaldevelopmentpromotedindirectlythroughlawsaddressingclimatechangegenerally.Athirdtypeofpolicyinvolvesdirectlyofferinggovernmentfundingandfinancingfortechnologicalresearchanddevelopment.Thesethreemethodsarecurrentlythemost
4、popularmeansofencouragingscientificdevelopmentinthisfield.Recently,however,therehavebeenincreasingcallsformajorgovernmentactionofthescaleofsuchprogramsastheApolloProject.ThisiBriefclassifiessuchproposalsasafourthcategoryofpoliciesencouragingtechnologicalsolutions
